Social Protection and Inclusion

CEI places inclusion at the heart of its mission delivering community-led, gender-responsive social protection programs that support displaced families, persons with disabilities, women-headed households, and marginalized youth through dignified, empowering services.

Social protection and inclusion have become essential pillars of survival and dignity for millions of Afghans facing intersecting vulnerabilities. Widespread poverty, forced displacement, economic instability, and weakened public systems have left entire communities without access to the most basic resources. Women and girls, in particular, face systematic exclusion from education, employment, and public life, while youth struggle with limited opportunities and growing hopelessness. Persons with disabilities often remain invisible in mainstream programs, lacking tailored support or accessibility. In such a challenging context, equitable and inclusive social protection is not only necessary—it is urgent.

With your generous funds, grants, and donations, CEI is responding to these challenges by implementing community-driven, gender-responsive programs that center the needs of the most marginalized. CEI will provide multipurpose cash assistance, psychosocial support, livelihood training, and inclusive community engagement activities that prioritize female-headed households, displaced persons, returnees, youth, and persons with disabilities. These interventions will be designed not just to meet basic needs but to empower individuals through participation, skills-building, and access to safe, inclusive services. CEI will also mobilize women and youth as outreach workers and facilitators, ensuring that local knowledge and community trust are at the heart of program delivery. In doing so, CEI challenges the norms of exclusion and builds local capacities for resilience and recovery.

By placing inclusion at the center of its social protection efforts, CEI contributes to rebuilding Afghanistan’s social fabric in a way that leaves no one behind. Programs are grounded in dignity, participation, and equity—ensuring that those who are most at risk are not merely recipients of aid but active agents of change in their communities. Whether by supporting a widow-led household with emergency assistance or training a young person with a disability in livelihood skills, CEI’s approach affirms that inclusion is not an add-on, but a foundation for sustainable peace, protection, and development.
